Compare the 4070 Ti PCBs - they look like friggin 3060 Tis. The XT reference PCB is stout enough that all the AIBs are still using some variation of it. The worst offender was Sniper Elite 5 - I'd regularly wait more than a minute for it to launch. It's the fact that it's the game launching that is slow, that stumps me. I am the same as you, I have never seen this phenomenon from any GPU before. It must be something driver-related, to be such a night-and-day difference between the 7900XT, and the other 3 cards I've run in the past month (2060S/3070Ti/4070Ti).
